The Chinese food you are use to has been very americanized -- an authentic diet is much higher in vegetables and not so full of rich sauces.
White rice does have lots of carbs and a high glycemic index, brown rice is much better for you.
As with all foods, moderation is key to maintain a healthy weight.

No one food makes a person fat. It's all in the amount of exercise you do, your portion sizes, and your natural metabolism. Eating white rice, while not particularly nutritious, isn't inherently fattening.
Outside of this, most Chinese people (in China) don't eat the kind of food Americans do at Chinese restaurant. If you ever see employees there eating, they are usually eating broth, some white rice, and a lot of vegetables and lean meat.

Part of it is that they don't eat restaurant-style food for every meal! The Chinese food you get in restaurants is the most special meal, not every day food. My best friend growing up was Korean - I know it's not the same. She ate a lot of rice and kimchee. If you go to a Korean restaurant, you might get that as a side to a fabulous entree, it's not considered a special meal worthy of ordering at a restaurant.

I've actually heard that one before...from what I understand, the MSG that is commonly added to Chinese food speeds up the rate at which your stomach breaks down and digests food. That's why it seems like the more food you eat, the hungrier you are. The hungrier you are, the more you eat.
I think the Chinese people either a) are the absoutel masters of portion control or b) they don't consume MSG.

Proportion is the key- Italians stay trim too, and they eat pastas al the time. In US, average dinner entree is 3 times the size of recommended serving- we just overeat, that's all.
