good question--You seemed to not quote all the verse.
MT 5:17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, BUT TO FULFILL.
What does it mean?
The law was written and could not be fulfilled by humanity. God used the law as a schoolmaster. Every Jew knew the impossible effort to obey the law. The law became a ritualistic endeavor. The spirit of the Law(Gods love) got lost in all the Laws.. Thus Jesus came not to replace the Law but to fulfill. What Jesus did was close the books(Law) by completing the requirement of the Law. He became the perfect sacrifice for the law. In Matthew 5-7 Jesus is preaching the sermon on the mountain. In that sermon he tell what is expected to become a follower of the new rules. First of all: Jesus have no right to approve or disprove the law as it is written in the Old Testament. Neither you have the right to say it is brutal because obviously you never have a single understanding of it even if you claim you have read it. The religions that made OT obsolete are the Christians because they tried to ease out any tinge of Jewish traditions.
Second of all: Jesus is not Evil. Just like you and many others He is also a victim of Evil. Read the temptation on him and it says that the devil left him "till an opportune time" and the opportunity was seen by Jesus when Satan spoke through Peter making him say "Get thee behind me Satan". He was not calling Peter as Satan but he saw him in Peter's voice.
Now, when Jesus was no longer around and after 65 years, those who learned about him saw an opportunity and you see now how great are the churches, temples and businesses around the world with Jesus name on it. He finally succumbed to the temptation even after death and his successors are reaping the harvest. First time in the history of Israel and in the world to have a dead King powerfully controlling the minds if the many ignorants. The living Kings and Queens of the world bows to him as long as he is not a living threat to their assets. They have been using him as their leverage to keep their subjects where they are.

Where is the brutality of the Levitical Law ? Differentiate the law from the accounts of the OT. Since your question relate to Brutality and accusing the Levitical Law which I presume you are refering to I will answr base on that. If you were asking why the brutality in the OT I will answer it accordingly.
However, where is the brutality in the Law ?. In fact if the woman of today were to follow the rites for menstruation we will not have the PMS syndrome that plague men nowadays. Anyway please be accurate and think with a good eye. Have a good eye for truth.
Jesus came to fulfill the Law and prophecies becasue He is the personification of all what the Law and Prophets were speaking of and pointing to.

Do not think that I came to destroy means that Jesus rejected the Pharisees' charge that He was nullifying the law . He fulfilled the law.
Jesus fulfilled the Law in a sense that He gave it its full meaning. He emphasised its deep, underlyng principles and total commitment to it rather than mere external acknowledgment and obedience.
We are under the new covenant but we need to keep the ten commandments, but for example animal sacrifice is not needed since He is the perfect sacrifice. He means that we still need to do what is right, even though we get saved only by the mercy and grace of God. We would never make it by Law.
"Not jot or one tittle will by no means pass". This statement means Jesus confirmed the Old Testament And with this statement Jesus provides us with one of the strongest affirmations in the Bible of the inerrancy of Scripture.

Laws or regulations or rules are under circumstances of human behaviours to established. The aim to move people in the right way of happy life. Jesus came and ruin the Jews religious that their priest/Levi will loose their jobs and wealth and respect.
Jesus said human can directly communicate with god without media because the curtains of church were dropped. The Sunday work was prohabited but he said if helping other or save others life will not count into this rules.
If religious is holding the old rules and not according to human need, the religious will gone soon.
The old testament said one punched my eye and I will punch his eyes too.
The new testament said the enermy clasp on my right face, I will let him clasp my left face too.
See the different and you will have your choice.

He did not come to destroy the law, he came to fulfill it. In other, words he fulfilled the law so we don't have to be a slave to Yahweh. The whole world lies in the power of the evil one. He triumphed against the rulers, and the principalities of this age. He is not giving an endorsement of the Old Testament per se.

Jesus didn't write that, probably one of his editors did.
To believe that the Bible contains the true words of God or Jesus or whomever is unwise, IMHO. Who knows who had their own agenda stirred into the mix... and that's in addition to the problems just with translating the original language of the OT into English, what idiom has been skewed or lost in that process one can only wonder; I don't think any with the dialectical knowledge of that time period still lives, or we could ask them for clarification.

He was talking about the 10 Commandments- the Law of Moses. And yes, THAT is STILL applicable.
