You have to bear in mind that often there isn't an exact equivalent between languages, which is why there are so many different answers.
Erlampo's suggestion is the best yet.
If you really do not want to say "I love you" you must use something much more moderate than "Je t'aime" or "je t'adore".
"Je t'aime bien" means "I like you" in the sense of "I am fond of you".
"Tu me plais" means "I like you" in the sense of " I like the way you are" " I find you pleasing" but also means "I find you attractive sexually" or " I fancy you" which might lead you into difficulties.
You could simply say "Je te trouve sympathique" which means you like him in a more general fashion, and which I would use in preference to all the other expressions as it has no other connotation.

Je t'aime, but it's tricky, that can also be "I love you"-- "Je t'aime bien" might be more of a clearly mere like...or I could be wrong.

Whether you are saying it to a guy or a girl does not matter.
Je t'aime is I love you or I like you.
Je t'adore is I love you.
aime is pronounced like et in the word let and then the letter M.

If you want to avoid saying anything that could be construed as "I love you", you need to say "Tu me plais". Literally, You please me. That's how you say you like something in French.

they have different ways of saying things "je vous aime" is how you say "i like you" to a guy, however, you can't say it like that to a girl, its not the same meaning. but thats how you say it to a guy(i work right next to a lady from france)
