When you write a letter, do you put your adress or the recievers adress at the top of the page?

Both. Assuming I am writing you a letter--Proper business letter format should have

my address
city, st

date

your address
city, st

Dear you:

blah blah blah.

Sender details usually go against the top right margin with a line space before the date. Receiver details against the left hand margin, with a line space before the Dear... The main body of your letter, then Yours... against the left hand margin.
Note: if typing a business letter and need a subject heading, this is usually centred and underscored, with 1 line space before and after between the sender's and receiver's address.
