any incompatible program on your sys tray might of cost that...to troubleshoot you can start by uninstall some of the program you dont use and google "spybot" which is a nice free spyware program which include a function under advance allow you to look at startup items..... do a clean up there most of the sys tray item are either old spyware thats not working right or program thats outdated. I think 75% chance you can fix your problem with startup cleaning and spyware checkup, if you happen to be the other 25% I suggest you just backup your profile build from stretch would be lot faster trying to figure out why.... if you have tons of data you can do a "upgrade" which wont delete any file and your data... so reinstall OS might no lost any data.... reply if you need more help.

I had the same problem, and it's infuriating! I like to restart my PC occasionally just to freshen it up, but with WinXP Home, it simply won't respond. So I used the on/off button, waited 60 seconds, and sometimes it booted back okay, sometimes I had to do a system restore.
First, let me tell you that I have a PC guru who told me it wasn't necessary to restart unless a newly installed app or update requires it - and in those cases I never have a problem with restart. So lately I've taken his advice.
But during experiments when I was trying to restart just for a freshen-up, I found that if I clicked 'restart' and it wouldn't, I could open Task Manager and start manually ending processes until the PC finally shut down and restarted smoothly. One of the main culprits that caused the glitch for me seemed to be AcroRead32.exe, which hangs around long after you're done using it. You have to kind of intuit which processes are safe to end; usually the name gives you a clue.
I hope you resolve your problem; I know how frustrating it is.

Are you up to date with your windows updates? There was a patch awhile back that fixed the hang on shutdown problem that a lot of computers were having.
Beyond that... you may have a program running that's refusing to shutdown properly, so windows isn't able to shutdown. See what's running on your system, and it's always a good idea to do a thorough scan for spyware.
I like Spybot Search and Destroy as well as Adaware. You can download both of them from download.com

It might be you install or you update something on your computer.
When is this thing happened ? If you remember the time, I might try to use the system restore to see if this can solve your.
I suggesting this because it's the easiest way to go back to your previous setting of your computer.
I tried this system restore when my computer had a spyware, and it worked.
