Cardio is going to tone your body. To bulk up, you need to do weights (and you want to do little cardio).

To maintain your weight, eat as much as you burn. Increase your caloric intake, or reduce the number of calories you burn (less exercise).

Yes cardio is best for losing weight. If you want to stop losing weight, the cardio should be reduced. Try slow toning exercises--stretches, yoga, pilates. Those are muscle toning exercises without increasing the heart rate enough to continue weight loss. Also, an advantage to this is that yoga and pilates can be done everyday; the muscles do not need to rest between sessions.

Strengthening stretches--like holding a pushup position (either holding it up or down), holding a canoe position (legs up, head up--lowered as far as you can go), holding your hands in a prayer position above your head (a belly dancing position that you can hold while doing leg squats or just try to hold it for 3 minutes)...those will increase the strength without weight loss.

The key is to not continue to raise the heart rate. Add in more weight training for more cut. Do the circuit for biceps, triceps, quads, etc for more time than you do cardio. The muscle will begin to build which will increase the weight as well. Alternate between legs and arms b/c you don't want to hurt anything. Muscles need a break b/t sessions.

first your burning off fat at the gym . now do lower number of things . say a bench press . instead of doing 100 at a weight that you can manage well do 2 sets of 10 that are just what you can manage . do this with all the weights less repetitions and more weight. this is how to build muscle mass

do lots of weight training in a circuit format. there are lots of circuit programs out there that help burn fat and build muscle, which in turn will help cut down on the amount of cardio you are doing. you really only need to do 20 to 30 minutes of cardio 3 times a week, as well as circuit train 3 times a week. if you do cardio and circuit on the same day always do with weight training first. you could also add in some protein shakes or protein bars as snacks to keep your metabolism up and muscle building fueled.
