Depending on the caliber of your hand gun, MidWay reloading supply has plastic bullets for indoor target practice. They are powered buy only the primer. They are a lot of fun but there are only a few calibers now if you want rubber bullets, I've never found them for a hand gun only for a 12 Gage shotgun and they can be found in a magazine called Delta Press or Firequest. You might like FireQuest. They have a lot of rather interesting things to offer.

I'm all for non-lethal force if it's practical but I worry that rubber bullets won't stop the bad guy when I need to protect myself. I've heard some police forces use them in special situations. Perhaps there's a real peace officer out there with direct experience using rubber bullets. Are they really practical for protection during a home invasion? Can a citizen legally purchase rubber bullets or are they reserved for law enforcement? I imagine the caliber of the handgun is a major concern with such lightweight projectiles.

Not as practical as you think. Technically they should only be sold to law enforcement agencies (you'd think real bullets would be the ones... oh well), and they're more dangerous than they sound. The can give you the illusion that you can fire your weapon at someone without killing them, and it isn't true. Rubber bullets aren't Non-lethal; they're just less lethal than bullets, but they're still extremely dangerous.

They are available to law enforcement only, and they are not effective against deadly force. Their main purpose is to repel aggressors.

Stick with lead. Unless you just want to wound a burglar and have him come back and sue you for mental and physical damages.
