anyway, the question is, as they say, moot because whoever guards the guards is also supposed to be guarded.
In fact in a modern democratic society, we aim for Government Of The People, By The People (yes, with capitals!) and this system by and large ensures that the rulers, being watched as always by our free and open media keep it clean and honest.
I actually think that nowadays, the Media guards the guards ...
who'd have thunk it !

As in "Who protects the guards" or do you mean "who prevents the betrayal of the guards"?
I think you mean the second. Having been one of the guards (20 years, US Army), I think it is a combination of the egalitarianism of American society, and the professionalism of the military that prevents the need for a guard on the guards.
I think a military coup could not happen in the US, not because the capability to do is not there, but because it is accepted that that cannot happen (If that makes any sense)

In theory, a good system of governance will require checks and balances. Someone must provide the oversight over the governors to ensure that they do their jobs properly and do not abuse their power. In practice, it is difficult to implement because those who provide the oversight can also be abusing their power and need to be checked again. In a country, people in power can abuse their power and there is nothing that the ordinary citizens can do about it.

Which guards? There are prison guards, prison camp guards and jail guards. There are also lifeguards and guardians of all sorts. Each is, in turm watched over and evaluated by a supervisor.
