Use his formula for a substitute. He might not be on formula since hes older than a year.. but break out the old cans of it that you have left and you can use that instead of milk
My father made my neice a cake for her 1st birthday using formula instead of milk for the frosting and she did great!
Usually when a person is allergic to milk products.. its not the MILK theyre allergic to.. its the proteins found in cow's milk that makes them sick
Try goats milk instead, or use the same formula he grew up on
