If you possess any level of maturity, knowing how you appear in a mirror, you know the answer. If you don't like the constant stares you either must live with them or modify your outward appearance.
I wouldn't recommend asking a gawker if they like what they see. That would be an invitation you might not enjoy.

Do you wear a bra? Maybe they are bouncing around too much. Or could be that you just have nice breasts. Or they are big, I think all men stare, unintentionally, at womens breasts. They are men after all!!

What makes you think they are staring at your breast, they could be staring at your shirt. lol, but no really I have the same issue, but with me my nipples are usually hard, ( I stay cold) people will do what they want and stare at what they will, you can always speak up and ask them if they like what they see or jus ignore them.

It happens to all girls, big or small, but I think it's mainly when there is skin showing. Like if you're wearing a mid drift people will glance at your stomach or back where skin is showing... or when you wear shorts...

OMG same things happens to me and i have tiny boobs, i find it very offensivce and just the other day i told my co-worker off for cheking out my *** everytime i leave his office.... it's bullshit and HONESTLY guys can't help it... sorry :(

If they're big, people will look. Even if they're not big, and you wear low-cut or tight shirts, people will look. If you don't want them to look, wear looser or higher cut tops.
