I've never heard that there was such a phenomenon. All I have heard from schools where uniforms are used, other than grumbling about cost and lack of individuality, has been very positive.

There are no more public school uniforms at High Schools only if you are going to a private school. Dropout is caused by other reasons, lessons, teachers or the student sometimes just does not care.
