Aveeno, oatmeal skin cream for extremely dry skin. I've been using it for quite a long time and have no complaints. :)

I've discovered that dry skin is a relative term; some use it as an exaggeration, others as an understatement. I'm going to assume that you have a worst case scenario. Can't really have skin that's too comfortable and soft, right? I'm also going to assume your skin is sensitive - so here's my tried and true recommendation:
Keeping dry skin away involves 3 steps
1. Exfoliation - to eradicate dead skin cells, stimulate new cell development, and keep you smooth and soft
2. The right cleanser - soap is harsher to skin, in general. Use a bodywash.
3. The right moisturizer - you must moisturize after every shower/bath.
Xtra Tip: Take a hot bath instead of showering, when you can. Sprinkle salt in your bathwater. This is key (table salt, works just fine). It softens the water, and your skin. It also draws toxins from your body. You will feel so good. Immersing the body in water, hydrates better than sprinkling showers. Hate sitting in your own stew? Me too. That's why I keep a cup for rinsing my body down from the faucet, as the tub drains.
Aveeno is the best skin-care line, I know. This is my regimen:
Stress Relief Bodywash - It is gentle, and has a nice scent...
w/ Exfoliating Gloves - you can get at your grocery store. Use at every shower/bath, instead of a washcloth. If you've never used them, it may take a couple times to get used to it, but you will. Wet them well, before lathering. It helps.
Aveeno Skin Relief Moisturizing Cream - PAT YOURSELF DRY. Don't rub your skin. Then immediately apply this cream. You won't believe how long you stay moisturized! It claims 24 hrs. - but that's being modest, in my experience.
For extra rough spots, like elbows, knees, or hands (for some) - use Eucerin cream, also.
I guarantee you will forget what dry skin was like. Forgive the lengthiness of this advice, but I like to be thorough and straightforward. Happy Birthday! (For your new skin, that is.) :)

The best skincare for dry skin is nivea or just water... i use to have really dry skin but then i wahed it with water instead of any other skincare and it went back to the skin i use to have!

You can use marigold washing foam and apply marigold toner and afterwhich ce cream. CE cream can be used as a day/night cream and even as sunblock.
Its slightly oily but it works fine when you have dry skin. You will see results fast if you are consistent in doing it.

Avon's Solutions has a regimen for dry skin, it is called Hydrating cleansers, clarifying toners and Moisture 24 for moisturizing after cleansing, all for really affordable prices too. It's on sale alot.

I use Oil of Olay for my face and neck and Eucerin for the rest of my body. But sometimes you might need to try a couple of different ones to see which really works the best for you (depends on how the ingredients soak into your skin and how quickly, etc.). I like to apply everything to my whole body late at night so that it has the whole night to absorb it. Good luck and God Bless.

as far as body lotion goes, i like Burt's Bees Milk and Honey Lotion and I have extremely dry skin. i like Clinique's Moisture On Call for my face as well as Mary Kay's Dry Skin Line. my facial skin is also very sensitive and none of those aforementioned lotions irritate me.

Mix a little honey with soap, body wash, shampoo and conditioner. It keeps your body moist and protects from dry skin.
