Does anybody know where all the tax on cell phones goes?

It goes to some branch of government to be used for buying the votes of the same people that it is taken from.

It goes to whatever jurisdiction levied the tax. Most of the taxes go to help fund 911 call centers and enhanced emergency services for cell phones.
