I'm a boy and can guarantee that it means nothing. We're just silly sometimes and find different things funny to girls. Never try and think too deeply about what a boy does or doesn't do as I can assure you that the boy hasn't.
Basically if we are smiling it means we are happy. If we are eating, or drinking, or scratching, we are happy. If we are playing or watching sports we are happy. Whilst having sex, we are happy.
Listening to people talking about feeling and 'stuff' or even worse, being expected to talk about our own feelings guarantees us not only to be unhappy but also confused as really we don't know what feelings are until we get much older and find a beautiful wife like mine and have beautiful children. Basically then we turn to mush and girls seem to like us more after that but obviously then we're taken. Ironic really.

For a reaction, pure and simple.
Without knowing the situation it is impossible to say why the reaction is being sort after. As others have said, it may simply be because he is an annoying little git. On the other hand, he may like the attention he recieves, and this in turn could be for several reasons. He may be sadistic and enjoy seeing others annoyed, however, more than likely, if it is you he singles out regulary, there may be a romantic interest.

He's being a brat. Boys flick elastic bands at anyone and anything. They also tear wings off of flies but that doesn't mean they like them.

It depends on how old he is I think. Probably 6th grade or younger you can rule it out as immaturity. Older than that...and well...you have a wierd comedian on your hands. I had a 21 year old guy at work insult me constantly, call me names and be a real jerk to me, then one night at a party he suddenly started kissing me. He was nice to me for a long time after that. Way too nice as a matter of fact. He said the only reason why he was a jerk is because he was just kidding around and trying to be funny. I let him know that I didn`t think his jokes weren`t funny at all. He completely ignored me after that.

If we afre talking about a kid or a teenager - then yes it is possible he's trying to get your attention because he fancies you. Either that or he's just nasty and is trying to be annoying.
If this an older "boy" (ie a man who's acting really immaturely) it probably means he is having a mid life crisis.

I suppose it depends on your age group, if school kids well yes it could, almost like when in playground we used to push the kids we fancied or the lads would pull my hair and run.
BUT if a lot older..hmm I think there is a want in him :0) Hope its the first one for you though!

not really, but rather it means he is a childish, immature prat who needs to grow up. kids at school used to flick rubber bands at me when i was younger in class and i hated it
