Yes, while they are both technically right, the second one is the only acceptable one to avoid the duplication of the word "too". If I were dealing with this sentence, I would say:
"These trousers are also too expensive" because it sounds so much better, having a good rhythm.

First one is correct, just sounds weird with the other too in there as well.
Second one's fine too.
