oddly enough its not quite a 3.5'' speaker. Its a 2.5'' full range speaker for some reason only still present in the dodge / Chrysler family. JBL used to make a 2.5'' coaxial but it was discontinued a few years ago. your best bet for a solution would be to a) look your hardest to find those speakers on line (beware, JBL doesn't authorize online sales so your purchase would be without a manufacture warranty.)
b) use a 6.5'' component set and mount the tweeter there with a custom bracket
or c) just don't put anything there at all

The dash takes 3 1/2" speakers, but they're not present in all Neons. If the vehicle wasn't equipped with factory dash speakers, then even though the mounting locations are there, the grills won't be perforated to allow the sound to come through.
