This is an FCC mandate to have US mobile carrier locate a mobile phone when 911 is used. http://www.fcc.gov/911/enhanced/

There are different methods to achieve this. Use GPS, which requires new mobile phones or use time distance of arrival (TDOA) and angle of arrival (AOA) and observed time difference (E-OTD), or other methods such as signal power signature. These other methods, which does not require GPS can be used with existing mobile phones and are being deployed by different carriers.

This is actually pretty simple and can be done already.

Firstly we know which phone tower you are closest to.

But your phone signal is actually picked up be several towers. As you said, by measing signal strength it is possible to work out exactly where you are.

If only one tower is used, then they know how far away you are, but not which direction, which is a problem if you have an accident in a remote area where only one tower can pick up your signal.
