(As for the third line, do I need to put your before Excellencies?)

His Excellency King James
Their Excellencies Ministers,
Excellencies, Distinguished Delegates, Ladies and Gentlemen

A king is usually "Your (or his) Majesty", not "excellency".

If you're addressing the king and ministers themselves, say "your" not "his" majesty/excellencies.

The "excellencies" in the third line looks out of place to me, since you already have "distinguished".
