Tumour and Cancer are both characterized by the abnormal growth of cells. But a tumour need not neccessarily be cancerous. Tumours can be benign or malignant. A malignant tumour has the ability to invade and destroy the neighbouring tissues as well. Surgical removal of the malignant tumour cannot stop this abnormal growth of cells. Whereas a benign tumour can grow to a large size. It does not affect the neighbouring tissues and can be surgically removed.

A previously undetected and unexplained lump or bump anywhere in the body can be a tumour (US spelling = tumor). Simply put, a tumour growth can be either benign or malignant. If it is malignant, then it is cancer.
Benign tumours are more easily treated in the majority of cases – but if you saw the Royal Prince Alfred Hospital program on Channel Nine recently, you would have seen a fibromatosis that was benign, was complicated for removal and still posed a potential problem for survival of the patient.
Malignant tumours are somewhat harder to treat because medicine is still in progression towards finding better treatments with clinical trials. Some malignant tumours need to be treated with chemotherapy, some with radiotherapy and others with surgical excision. Combinations of these treatments are not uncommon.
A caveat to all of this is that some benign tumours have an ability to spread in the body – carcinoid tumour is one example. Although such benign tumours are not strictly considered to be malignant by definition, the ability of cells to spread or metastasise through the body is a feature of malignancy. Therefore, some benign tumours can still cause problems by virtue of growing in other parts of the body. They usually are slow growing tumours though and usually have a good prognosis for the patient.

Tumors and cysts are abnormal growths that have the potential to interfere with the normal functions of the body.
A cyst is an air or fluid filled sac. It can form in any part of the body including the bones, organs, and soft tissues. The most majority of cysts are noncancerous( benign). However, it is impt to note that nearly all cancers can produce cysts.
The term tumor, refers to a swelling in the body. To many, the term, is synonymous with Ca. But any type of swelling even a large bruise; hematoma is technically a tumor.Tumors can be cancerous or non-cancerous.
The only way to be absolutely sure if a cyst or tumor is cancerous is to remove some of the affected issues (biopsy) ;for exam under a microscope.

TUMOUR primarily refers to abnormal growth of tissue.
It can be benign, meaning they do not invade neighboring tissues -- or it can be malignant, which invades and destroys neighboring tissues. This is what you call CANCER.
