The best way is to practice all the time. Get connected to some English forums, and make friends with English speaking people. NEVER listen to rude people who make comments about your English.
Reading English study books will help, but only if you practice at every opportunity.
I have been studying English for 15 years, and I know that the only way to succeed is to have the desire to succeed. And the worst thing is to listen to childish people who tell you that you said it wrong.

Conversational English is best learned by:
1) taking an introductory class
2) living and speaking around native English speakers
English is not the easiest language to learn and a combination of instruction and immersion (being around english speakers) proves the fastest way to learn.

You can't learn any language easily; it requires a serious, long-term effort unless you're some kind of genius with a rare talent.

I would recommend volunteering in your local Head Start preschool. (Head Start is a free preschool offered nationwide to low income families.)Working a couple of hours at a time will help you to practice your speaking skills with small children and their teachers. Practicing your English should be more comfortable around little ones, and their speech will be less complex (smaller words and sentences). Also, they will learn a lot from having you in their class!

i'm bilingual. i fluently speak korean. english is my second language, but i speak it like my mother toungue. the easiest way? be surrounded by english 24/7. i guarantee you'll learn perfect english in a matter of weeks. too late for that? my mom takes ESL (english as a second language) classes. or take a crash course in ESL thru rosetta stone or something. that's how i learned spanish. it's really really really expensive, but if you need to learn it quick and right, that's the way.

Talk with others who speak the language. Practice makes perfect. Also no one I know calls English 'Eng', so don't make lazy abbreviations.

Get movies that are spoken in english, but subtitled in your language. It is how my Uncle learned, and he speaks very well.

To learn english first u shud be confident tu ur self.
u sholud try to talk in enlish .
Make ur habit to read english news paper, make ur words vocabulary strong. minimum 10 different word to b read n remebered.
