The U-2's service ceiling is just 27,000 meters.

The SA-2, which shot down Major Anderson, has the search radar called "Spoon Rest*" with range of 275 km along with the "Fan Song*" targeting radar which has a 65 km range. The SA-2 was designed to take out high altitude non-maneuvering targets.

Major Anderson was well in range of the radars and the missile.

The colonel might give a more enlightening answer as he might have been on the wrong side of the Guideline.

Major who? Gary Powers was shot down over Russia by a SAM but he was well with in Russian RADAR range when they got him. That was one of the main reasons for the SR 71. It could fly at a much higher altitude and a heck of a lot faster. None have ever been shot down, though several times it was tried.
