Are we talking in their prime or today???
Arnold was much bigger in his prime but Ventura was trained to kill. Plus he "ain't got time to bleed" so I'd go with Ventura.
Today it is just a coin toss. One of them would likely break a hip.

Jesse Ventura should not be able to represent Minnesota any longer (I'm from Minnesota and I'm tierd of him being a symbol of Minnesota). Although, I think it could go either way since they are both getting old and flabby.
