No, it means that God gave the angels free will before He gave it to mankind.

I've always thought angels were just spirits of humans. Humans have free will, so angels do too. As far as the fallen angel part, of course, you can't have humans without a fallen angel. Who else would test humans to the max, and try to have them see the true point of life.

god uses people.... the one referred to as the devil or Lucifer was in fact Julius Cesar who is the influence and so called god of the roman catholic church...... which is ran by the way like the old roman empire.... if you look into the beginning of the church you were murdered for not believing.... the story of Jesus is based on John Lennon..... and the one called Mother Nature kicked but... that is why in the catholic church they are afraid of a woman in power..... we are in the years of Armageddon.... John Lennon's spirit has been raised by Mother Nature and things will start getting healthier on earth.

that is a very good question and i really dont have an answer. you might want to go to a local church and ask a pastor of look around the internet. but i don not have an answer presently.
what is really cool is that i am currently reading Paradise Lost by Milton which is what takes place after Satan's fall. Very good book. you should lokk into reading it.
