No, the ARPS is granted on a portfolio of pictures. A BA degree in photography will cover much more ground, theoretical as well as practical.

A BA in Photography will normally give you an exemption from submitting a panel of work for Associateship (ARPS) See: http://www.rps.org/distinctions/about-distinctions/exemptions
