I take it you mean that because of the lower air pressure water would boil at a lower temperature. All you have to do to solve that problem is cook your eggs in a small pressure cooker.
So yeah, you can cook eggs in boiling water at high altitudes.

At high altitudes the air pressure is much lower. This means that water boils at a lower temperature than it does at sea level. So boiling water does not have the exact same temperature everywhere on Earth.

You can, but it takes longer to cook them the higher you are. The reason being that at the higher you go, the lower the boiling temperature of water, or anything else for that matter, goes down. As eggs require a certain amount of time to cook them at any given temperature, it would just take them longer to cook at a higher altitude, due to the water reaching boiling point at a lower temp.

You can boil them all you want. However, at very high altitude, the boiling point of water decreases, since normal boiling implies that the vapor pressure of water is that of the surroundings. Thus, the temperature of "boiling" water is lower than at sea level, and items don't cook the way they do at sea level.

Here's the thing: boiling is when the water molecules get to moving so fast that they escape as steam, overcoming the pressure of the atmosphere which was holding them in. As you get higher up, atmospheric pressure falls, meaning it is easier for water molecules to escape. This means the boiling point gets lower as you get higher up. The problem is that the egg needs to attain a specific temperature to become what we know as a "hard-boiled" egg. The water could theoretically be boiling, but not be hot enough to cook the egg. However, in reality, you would have to be extremely high up for this to happen.

also you cannot make a good cup of tea because the water needs to boil at 100 degrees for that to release the flavor from the tea leaves
and high up because the aire is thinner water boils at a lower temperature
you can bypass this if you use a pressure cooker
