The country will never have a national refurrendum on the topic, like there is with a national presidential election. However, the Congress will or will not vote to ratify the Kyoto Treaty.
The treaty is a sham because the developing countries are not subject to it and China has already exceeded the CO2 emissions of the USA, years ahead of what was predicted. So you can see the duplicity if the whole political exercise.

There have always been periods of global warming or global cooling caused be natural factors which are not yet understood. In this regard the effect of man has always been tiny and insignificant globally, but not locally. Voting for or against the global warming treaty will be like voting for or against the Sun coming up in the morning.
