Hello beautiful lady / woman

We often just say "Ciao bella!"

p.s: It is "Femmina", not "Feminina", by the way

Ciao can be used either for "hello" or "good-bye".

So, it can be translated into two ways: hello, beautiful woman!; or, good-bye, beautiful woman!

Now, be careful with the use of the word "feminina". Although it refers to a woman (it's a feminine-singular word), its literal translation to english would be "feminine". The correct word, in this case, would be "donna", which literally means "woman". (By the way, the plural for "donna" is "donne", which means "women").
