the unemployment dept seems to be sticklers on reporting money earned but did not say anything about tax refund or gift money.

Only income from work is the business of the Dept of Labor. Income from birthday cards, tax refunds, gifts, money you find in the street, etc. doesn't concern them.

No, tax refunds or gifts don't affect your unemployment.
