hi, Are u asking if interest and penalties are to high in America? Well the answer is YES!!! That is why the US goverment is so rich. But not sure exactly what you are talking about getting a VISA and living in another country? depends on the country..if I take my DOLLARS to countries like Italy per se....heck with the EURO being so high..one would lose money!
