Doesn't make much sense.

No lo corte= don't cut it

páse(selo) a mi amigo= pass it to my friend

What was the context? Maybe it will be clearer...

It seems to be a phone call.

Somebody is saying

don´t hang up, I will pass you to my friend.

It could have two meanings:
1. I did not cut it, i handed(gave, passed) it to my friend

2. Do not cut it. I handed(gave, passed) it to my friend.

note : my friend being male
