A boxer is schooled in the arts of defense and ring generalship. He can make you miss, block well, counter punch, bob and weave and throw combinations to win round after round.

A fighter just has a heck of a punch and is skilled standing there and throwing punches. He is more likely to overpower you or knock you out. Often taking more punches than necessary to accomplish the task but still able to throw and land more effective punches than their opponent usually.

At least this is my understanding of the difference a fighter is often referred to as a brawler...Ghatti is a good example. A boxer is more like Roy Jones Jr. was or even Floyd Mayweather Jr.

If by fighter you mean MMA fighter, in this case a MMA fighter of the same skill will win. Search youtube.com for mma and pride fc it is no-holds-barred fighting except for moves which are there for long-term safety or required by the shitty laws, for example in UFC you cannot kick/knee/stomp a downed opponent because the Nevada law doesn't allow it, but Pride has it and is way more entertaining. However, Pride doesn't allow elbows like UFC because they believe it causes unnecessary cut stoppages.

Overall due to the larger amount of talent in numbers, boxing is probably more skilled at the top than MMA. But MMA is more FUNDAMENTALLY complex, and boxing is only one part of fighting.

A fighter skilled in wrestling, submission grappling and stand-up skills like boxing and Muay Thai will virtually always beat a fighter who only knows boxing

THEY ARE THE SAME AND NOT THE SAME. THE DIFFERENCE IS BOXER IS A TACTICIAN AND A FIGHTER IS A PUNCHER.
