Usually when you get a moving violation, you are given the option to pay the fine (plead guilty) or protest the violation by setting up a court date. In Illinois, you only get 10 days to do that and if you fail to, then you are on the hook for the fine (a guilty judgement will be entered).
If your window of opportunity to set up a court date has passed, chances are they will increase your fine, possibly doubling it and if an extended amount of time passes they could suspend your license. A seat belt violation shouldn't be too expensive so I would try to ask someone for a temporary loan and just avoid dragging this out further.

Don't show and they will probably issue a bench warrant for your arrest. Next time your tooling around and get stopped for no seat belt and Johnny Law runs your info. the bench warrant will pop and you'll end up in jail with the rest of the non-payers, murderers, rapists, drug dealers, fornicators, embezzlers and what have you. The court will also probably notify DMV and your D/L may be suspended as well as your reg. for non payment. Moral of the story. GO TO COURT AND MAKE A PAYMENT SCHEDULE!

Show up to court and ask the judge for an extension on payment. Explain your circumstances and they may give you a certain period to get it paid off. If you don't show for court, a bench warrant will be issued and you will likely go to jail. Not really worth it just for a seat belt violation.

Failure to pay any outstanding violation will result in a warrant being issued. In this case I doubt if they would hunt you down though. Why not pay it? Or at least show up in court to protest or ask for more time. Try your luck at a not guilty plea. The judge may dismiss it out of hand. At the very least you should call the court/prosecutor and let them know you are unable to appear or pay the fine on time. They will probably grant you an extension.

The regulation in Australia states that the motive force is in charge for the safety of all occupants, which includes that of donning seat belts. in case you're pulled over via the police and that they don't seem to be, then no longer in basic terms do they get a superb, the motive force additionally does. So in short sure.

First of all the fine would be increased. In some areas, this is considered a moving violation. If this is the case, you could be jeopardizing your license(suspension). All this depends on the laws in your area. I'm sure you've heard of the snow ball effect. Take care of this immediately to avoid future problems, and the loss of a lot of money. Good Luck!.
