Don't get her an SUV. Imagine all that screaming metal being in control of a novice driver, as it tears into innocent victims.
Get a mid-size sedan, but with All Wheel Drive. She'll be able to control it easier and she'll do less damage to others.
Actually, looking at the latest consumer reports, the family sedans are doing remarkably well in gov't and insurance institute crash tests.
Remember those news specials where all the cars would get poor or unacceptable ratings like 6 or 8 years ago? Now it's hard to find any with less than an acceptable.

A Honda CR-V or RAV4 would be good choices. They are safe, economical, reliable and do not have enough power for her to get in any real trouble with. Resale is also good, so when she gets out of college and wants another vehicle, it will still be runnning and be worth a good amount of money (get a good, reliable car now so you don't have to worry about it in 2yrs when she is more out on her own). I would avoid the domestics as they are generally not as well made or reliable (the Ford Escape is OK), but at least they are usually safe.
Take a look at the latest Consumer Reports Buyers Guide or April 2007 Car guide.

Yes AWD will be good for winter but whatever you get make sure you get a spare set of wheels with winter specific tires on it, they will help you the most. Take them off as soon as the weather starts to get mild.
