Baptized and Confirmed.
You can also become a non-practicing Catholic when you fail to do the "Catholic duty" which is take the Eucharist at least once a year. To take the Eucharist you need to be clean from mortal sin, which means you have had to go to confession.

Yes. Your family or the institution missed you somehow. If you choose, apply for an RCIA program at your local Catholic Church. It doesn't hurt or cost anything. After a period of educational meetings with other people you will make a decision to be Baptized and Confirmed. This will help you to do God's work by being a good person by following the 10 commandments and worshiping Jesus. It will help you see the benefit of knowing and loving God. If you fail in being right on, the power of forgiveness will be bestowed on you by the Priest. God's Spirit is in your heart and I pray you hear His call.

Catholics take the sacraments. Baptism, Confession, Communion, Confirmation. If you want to be all Catholic, go to your local church and take the RCIA classes.
I don't think if you're not Baptized it counts.

To be in full communion with the Church you must receive the Sacraments of Initiation; Baptism, Confirmation, and Holy Eucharist. You become a member of the Church family at Baptism but you are not in full communion until you have received the other two as well.

You have to be baptized to be accepted as a Catholic, but not to go to heaven.
