well if they were pressurized by others, wouldn't they need to produce more fuel efficient cars?

It is the case and that´s why we now have 50MPG cars in Europe (not even hybrid) and the car has still by far more pick-up than the japanese one I drive in the US.

I sent numerous post also explaing the "why" of the low efficiency of the cars in the US caused by the lower "octane number" than in most developped countries. (you can research under "knocking resisitivity" if you understand reciprocical engines.
It´s basicly that through the higher fuel quality, we can have a higher compression in the cylinders and that leads to a higher efficiency. We also drive a lot of diesels which can achieve even higher compression rates, especially through direct injection.

You might also want to search for the EURO 6 legislation for cars which will limit their CO2/km to 0.12 Kg

The transportation industry is the second largest source of the CO2 emissions that are causing global warming so to stop the problem from getting worse they are going to have to change.

It doesn't. About the only difference in cars is that air conditioning is not included in cars sold in cold climates.
