Because gnats sound hilarious when the fly by your ear. They provide amusement to humans.

If we had no gnats, the fish wouldn't have much to eat.

They were one of the 10 plagues G-d sent on Egypt for not releasing the Hebrew peoples from slavery.
They served a purpose!
