One vehicle has anti-lock brakes, the other has side curtain airbags, which is more important for safety. There will always be children in the backseat, and live in a climate with cold,snowy, and icy winters.

I would say both are important. Is there a third option that comes with both? I cannot believe any vehicles don't come with ABS these days - that is a must in icy weather. The side impact bags are important - too many manufacturers have focused almost exclusively on front impact crashworthiness.

Anti lock brakes if you are looking not to wreck in the first place, side curtain airbags if you decide to go ahead and wreck. Why not both?

This is a really tough one. I would go with the anti lock, strictly because the ABS could prevent you from getting in a wreck to begin with.

It should have both.

If the car doesn't have ABS as standard, you must either live in Afghanistan of have teleported back to the 80s.
