great question. you've discovered one of the major Fatal Flaws in the bible.
a god that knows the future and the past, would not experience anger or surprise. he already knew what would happen and how people would use their free will.
this is a fatal flaw in the bible and its erroneous depiction of god.
why would he set things into motion if he ALREADY KNOWS he has to mass-murder everyone on the planet with a flood?

That verse is refering to the Lord's anger toward those Shepards or the leaders who lead God's people away from Him. These people God's rath will fall upon. These is such a thing as righteous anger. If God is truth and those who seek to hide or distort God's truth these people God will hold no mercy on.
"For the shepherds have become dull-hearted, and have not sought the Lord; Therefore they shall not prosper, and all their flocks shall be scattered." Jeremiah 10:21
However, "For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. For God did not send his Son into the world to condemn the world, but to save the world through him" (John 3:16-17).

“ Love never fails. Prophecies will cease, tongues will be silent, knowledge will pass away. Our knowledge is imperfect and our prophesying is imperfect. When the perfect comes, the imperfect will pass away. When I was a child I used to talk like a child, think like a child, reason like a child. When I became a man I put childish ways aside. Now we see indistinctly as in a mirror; then we shall see face to face. My knowledge is imperfect now; then I shall know even as I am known. There are in the end three things that last: faith, hope, and love --- and the greatest of these is love" <1Cor 13: 8-13>
During the Old Testament human maturity was similar to that of a child. Did your parents ever flip out give you a hug and then scold you? For example if you were about to place your hand on the stove ... or if you got lost from them??? During this phase of humanity, yes, God appears big and scary.
Jesus came to us as a brother to guide us. This allows us to see the wisdom God provides more so. Corinthians even tells us that we have much more to mature, so, we'll have more suffering to correct our going astry and to bring us closer to God.

The Bible says that God is love so you must have him confused with Satan, who is the personification of evil. Anyhow, God is slow to anger and plentious in mercy BUT even God has a point where he must act when people are being so disobedient. The Bible tells us again and again that God tells people what they should do and then he gives them chance after chance to mend their ways and come back to Him but because He is a Holy and just God, He must punish sin. Sometimes He used plagues and natural disasters to get their attention and sometimes He used other nations. People tend to call on the Lord in times of trouble when they are at the end of their rope. It is sad that we are so stubborn because we could keep ourselves from a lot of heartaches and troubles.

God's mercy ang grace are beyond our knowledge. He is patient but those shepards weren't trying to listen to what He was saying. His anger is just so if He is mad at you...then you messed up man. If those shepards would've repented like He wanted it would have been totally different. Just another example of the sinful nature of man and our need for a savior.

He wanted to punish HATEMONGERS like you because His children prayed for peace and the end of their suffering at your hands. Perpetuate the hate, perpetuate the hate, that's all people like you ever do.
BAM!

Seems a God who knows the future should never experience anger or surprise, right?? So either he is limited in his omniscience, or he is limited in his ability to control his emotions. Either way, he is limited. And gods arent supposed to have limitations. False God anyone?
