The answer is Yes. surprisingly, certain types of thin cloud can magnify the ultraviolet radiation strength. So you can get burned even if its very cloudy out!

i know that you can get a sunburn faster on a cloudy day rather than a clear day

dunno bout a tan, but lots of people get burns on cloudy days. the UV rays still come through.
