In their mind it's not a problem until they can admit it. In their mind, you're just nagging them for being themselves. They think they're not hurting anyone, and if it is detrimental to them, they say it is their choice and decision. My best advice would be to distance yourself from this person and their problems. You can tell them they need to get help and that they have a problem, but the only person who can get them help is themselves. You are not responsible for their drug abuse and you aren't responsible for their recovery.

Sorry, but as with any other dependence problems, you cannot pry open other's eyes. They have to come to a decision by themselves in order for the change to be lasting. The most you can do for them is support them and try to let them be aware of the damage they are causing, but if they are not ready to take the first step, nothing's going to happen.

You can call the local police department and explain that they're posing a threat to themselves and afraid they'll hurt someone else. They will be picked up and taken to the hospital, but they can only hold them for 24 hours. After that, it's up to the person to either resign themselves in or go about their business.

People must help themselves and you cannot force them into treatment. The best reaction is called TOUGH LOVE which means you do not listen to them, provide them with any financial help, etc. Instead you tell them until they have cleaned their life up, you are cutting ties.

I know you don't want to hear this but you can't help someone who doesn't want help. The only thing you can do is step back, protect yourself, and let them hit rock bottom.

Your friend must want to be helped. You cannot change your friend's mind, but you can let them know how you feel.

Depends on how involved you are with this person.
I dated a guy with a nasty cocaine habit. I told him it was me or the coke, he chose the coke... I moved on with my life and he kicked it on his own... now he is married with a kid and doesn't do drugs.
It hurt to loose him, but it was hurting me more to stay and watch him hurt himself.
