The PGCE is the UK qualification and is generally recognised, subject to certain conditions for teaching in Ireland.
To teach at second level schools in Ireland you need a primary degree which includes at least one subject from the post primary schools' curriculum for the Leaving Certificate Programme, and the Higher Diploma in Education (or equivalent). Some Community Colleges will employ teachers with a relevant degree without H.Dip in Education. The Higher Diploma in Education is taught in all the National Universities of Ireland (www.nui.ie) and in Trinity College Dublin.
The ASTI (Association of Secondary Schools in Ireland) site below has a good FAQ section where you can find out how to apply for the H.Dip in Education.

You can do a PGCE in Northern Ireland to teach French through the Open University in the UK http://www.open.ac.uk/

You can become a UK-recognised French teacher by this route - and the qualification is also recognised in the Republic of Ireland - but doing it this way bypasses the need to learn Irish as this is not a pre-requisite in Northern Ireland.

My wife qualified as a French teacher 2 years ago with the Open University in Northern Irelan (she is French too) and found them to be very helpful and supportive.

Whatever you decide - Good Luck!

You don't say what level you wish to teach at. Regardless, you will need some Irish language qualification.

Contact the DES or have a read of the posts on the Teaching and Lecturing section of boards.ie

Why don't you contact the Alliance Francaise about teaching French as a foreign language? I know there are branches here in Ireland, and native speakers who can teach are prized - as long as they have the necessary qualifications.
