You should be able to go into the bios when the computer starts and select your cd/dvd drive as the boot drive. When you restart with the Windows xp cd in the drive you will be prompted to press the "any key" :) to boot from your cd/dvd drive. Let windows xp do its start up thing and you will be presented will a EULA, hit F8 and when windows say there is already a version of windows installed. Just delete your partition, make a new one format using NTFS, not the quick one. And after that you should be good to install windows xp. If this doesn't work for you. You can use a Linux distro called knoppix.

Download Knoppix burn the iso to a cd, boot it up and there will be tools to wipe the hard drive. I would suggest just deleting the whole partition and leave the drive blank. Do not format the drive in Knoppix. I included a link to download knoppix on a California server. Or you can use the second link and choose a different server

Since Vista is a newer version than XP, you will have to reformat your hard disk drive. If you had a version of XP previously on the drive before you did an upgrade to Vista, check your 'add new programs' icon in the Control Panel. If XP is still listed, you may be able to re-install from there.
