Guys, when you're staring at a lady really hard, and she makes eye contact with you, but does not smile, and subsequently stares you down even though you immediately avert your eyes when she makes eye contact, what do you think of the girl?

I think she resents being stared at by an ogling guy...
seems like a reasonable response...

Sorry, I'm not a guy, but if I ever see a man staring at me (very rarely), I just assume he's having a seizure and go on about my business.
