Sometimes. When they are giving instruction to the entire church or specifically dictating revelation, then it is considered scripture. (Like the Doctrine & Covenants or General Conference addresses) However, not every word out of their mouth is scripture, nor is it intended to be.

Was every word the prophets and apostles of old said considered scripture? No. They said many things that were not written down as scripture.
was every word Jesus said considered as scripture? No. I am sure some time in His life He said, " I am hungry." does this mean "I am hungry." is a scripture?
Sometimes it gets very confusing. In a speech are they just talking or are they declaring gospel doctrine?
Jesus was talking all the time but was he declaring Gospel Doctrine all the time?
Don't get me wrong I am not comparing the prophets and apostles to Jesus, I am just saying everything a religious leader says is not considered scripture.

Depends on if it is revelation given or their opinions... we can go to the Lord at anytime with our questions. Usually if it is a revelation, it becomes doctrine, such as the revelation of the Word of Wisdom, or that the Priesthood would be available for every worthy male in the church...
But, the only "scripture" is in the scriptures - we call them the Standard Works - the Bible, The Book of Mormon, the Doctrine & Covenants and the Pearl of Great Price.

If it's in General Conference, or in the Ensign, yes. Otherwise, no. As has been repeatedly expressed in many Home Teacher visits, "The most important scripture we have are the words of our current prophet, found in here (taps the Ensign)." They're not cannonized scripture, but they are to be considered scripture.

In order for something to be considered official scripture, it has to be confirmed by the prophet, his counselors, the Quorum of the Twelve, the rest of the General Authorities, and THEN it is presented to the membership for sustaining. We want to be darn sure it's GOD.

Actually, for Ben S, we do not have the doctrine of infallibility in regards to our apostles and prophets, as the Catholics have with the pope.
There's a fun story about Marjory Hinkley (passed on wife of Gordon B. Hinkley) - she told this story a few years before passing on - At home one day, President Hinkley asked his wife to make a sandwich for him. She responded (quoting off memory here) "Are you asking me as the prophet, or as my husband, if you're asking me as the prophet, I'll make it for you - but if you're asking me as my husband, then go make one yourself!" She certainly understood that he is not a perfect man, and every word out of his mouth is not doctrine.

He is just like the Pope. If he says so then yes. This point alone should make it clear that Mormon doctrine is extremely flawed. Not to say all Mormon or Catholics aren't Christian. I just think if they spent any time in their Bible reading what it says not what they want it to say, they would see blatent errors. May God bless them all, I just think the leadership will have a hard time on judgment day.
