It's the same thing you wrote, but more succinct. Brevity is sometimes the better course. It doesn't really matter though, I just thought I'd offer my opinion. It's a really great letter.

First of all I wouldn't be putting this person down in a sense where you're pointing out alot of past hurt for her...saying You may have been hurt in the past and you're a lil bit fragile......Leave that part out........Just say something like......I really like you as a good friend....and just wanted you to know that I'm here always if you ever want to talk or vent...I'm a great listener....Call me anytime day or night...My door is always open* You have always got ME as a True Friend* Keep on Smlin*

This sounds like you want to be more than friends, is that the case? If so, and this girl has been hurt recently, you'll need to give her a bit of time to herself and be the friend that this note would deem you to be..
