Yes the father is part of the bridal party. He is usually the one that gives the bride away. He does not have to wear white tuxedos like the ushers and best man. Although he is part of the bridal party...his duty ends when he walks the bride down the isle and gives her away. Then he goes and sits down. It is up to the bride as to what she would like him to wear.

Traditionally the father of the bride walks her down the aisle at the opening and gives her away. The bride will probably want him dressed to look appropriate with the other men who are up front. So it should be the father and the bride's decision what he wears. A tux that matches the other men's is acceptable, but not necessary. Often the father will be dressed in black rather then white. But again, it is their decisions. No one right or wrong answer.
Usually the bride and groom's parents are not considered part of the bridal party. But they are included in the receving line (shaking hands) at the end of the ceremony. Also each set of parents is normally given a table near the head table where the bridal party sits at the reception. The parents can choose other family memebers or friends to sit at their table. (Usually seats 6-8).

I dont know rules for this but the father of the bride is footing the bill and I am going to go for this idea: Mother of the bride does not wear white to upstage the bride, she has her own style and dress. The father of the bride should also dress different color from the bridal party. He is with the mother of the bride.

Dad, being older might want to dress in more conservative black and have a preferred suit already that actually fits him, rather than the possibly hired suits of all the groomsmen.
Besides he's your Dad the Head of the bridal party (formally at least). Allow him, if he wants to, to look distinguished from the rest. You don't mention what colour the father of the groom is wearing?
