Well, you really can't stop it, as it all the rage these days. but there is hope that the problem will take care of itself. Christians are the majority and therefore the small minded among us must attack people that are religious. This is due to the mentality that has been inserted into our public school system. Religion is taboo, except, of course, for the "good" religions, which are anything but Christian. And isn't it funny that the subject of homosexuality can be talked about openly in classrooms. And the subject of abortion too. But, of course, with the built in disclaimer of "choice."
Our government and schools have many people that were the
"flower children" from the sixties. Idiots then, idiots now. But the social picture is changing now and will swing the other way. After 5 years of calling the Christmas tree a holiday tree, many local governments have gone back to Christmas tree. Because, of course, with all the liberals claiming to be the most intelligent of us all, they have figured out that there is no such thing as a holiday tree. And in California some public schools have gone back to calling the two main breaks in the school year what they really are, Christmas break and Easter break.
These things may seem small to you but they are important steps toward moving back to Christian based values and ideals. So, hang in there, we are on our way back. The web-sites that you speak of will be not socially acceptable.

If you want to crack down on bad speech (however you define it), you just need to have a moderator who can delete bad posts, eliminate bad threats, ban bad users and so forth. Moderator powers can be abused, of course, but there are plenty of good moderators out there.
Without a moderator, the best you can do is to cultivate a good ethic amongst your regular forum users. One of the keys is: "DO NOT FEED THE TROLL". Most of the nastiest "trolls" are people who thrive on causing a ruckus and getting people upset. If people simply ignore all his posts and never respond, it won't take long for him to quit posting and go away - to some other forum where he gets the reactions he's looking for.
Any time you see a particularly inflammatory posting, just respond with a message that says "Ladies and gentlemen, please DO NOT FEED THE TROLL". Then leave it at that. This approach works if you can get a few of your forum regulars to use it consistently, and to explain what it means to any newcomers.

There is nothing that can be done about negative speech, nor should anything be done about it. People just need to have thicker skin and realize that not everyone sees things the same way. It is the right and freedom of every American. A confirmed and viable threat of violence against another person is a different thing, and must be acted on.
As a Christian, I already know that many will not agree with my views and even to the point of - as you put it "Religious hate? I mean really bad stuff" Just get used to it and deal with it.

You should take a hard look at your question and wonder how you would feel if it was applied to your beliefs.
What is the best way to stop a website forum from encouraging or allowing religious freedom. I mean really bad stuff, pro-catholic, pro-protestant.
