I am faced with a problem of birds (sparrows) entering into the gowdowns and warehouses. I have placed nets around all entry points but to avail. Can any one give some ideas how to deter them.

Make sure that the staff close all doors behind them.
I used to have this problem and found that the staff were leaving the doors open whilst bringing goods into the factory from the loading bay or wharehouse.
Flexible screens on doors where forklift trucks enter the buildings also helped. All windows had to be fitted with wire mesh and even ventilation ducts had to be protected. They will find thge smallest holes.
Automatically closing and opening doors were eventaually fitted and this solved the problem.

Go buy a bunch of plastic spiders and rubber snakes. It will look like Halloween but if you attach them to the nets or string they work better then the hard plastic owls. The birds are too smart and know that a frozen plastic owl is fake but because the rubber snakes wiggle or the plastic spiders move in the wind that creates a panic and they detour some where else. Also try the foil pie pans attached that twirl and move on string like a mobile. Birds are afraid of most large spiders and snakes!

Cats spring to mind. If these cannot be enlisted for sanitary (or other) reasons, perhaps loud noises or flashing lights.

Practical bird control says ultrasonics work on sparrows. Bird-x and pestcontrol products sells these and other treatments.

Well, if possible, you could keep as a pet some sort of preditory bird, like a falcon, that should put off other birds from coming in.
