Gifting is purely optional but not expected. The 'party' is a sharing of joy at the impending nuptuals (doom) of the couple.

The old rule is no, not at an engagement party.
The new rule is to have as many parties during the engagement/ wedding time as humanly possible, to rake in as much money as you can. Note that I said money, not gifts.
Call the host, and ask what to do, if others are bringing gifts.
You are never obligated to bring a present to any party, but no one likes to be the only person without a gift.
Bottle of champagne, bottle of wine, a book about weddings, a scrap book, something clever to prepare the bride and groom for the wedding planning would be cute.

Gifts are never required.

But, I would get a gift if I was invited to someone's engagement party.

Better to be the only person who brought a gift than the only person who didn't.

I suggest an attractive picture frame for them to display their favorite wedding photo. You can get one for around $10 and it shows that you want to celebrate their relationship. Your gift will get friendship points at the party and again after the wedding when the newlyweds are looking for the perfect picture to go into your gift.
