In such cases, It would probably be ok to steal a glance. No staring though. Keep your tongue in your mouth.
If a woman has made a proud display of her cleavage though, then it is probably meant to be observed. An example of this would be certain types of shirts worn in a way as to 'display the goods', or expose the bra. However the same rules of politeness stated above still apply. Make sure you're not mentally groping her, and you'll be ok.

A quick look of appreciation is fine and can be flattering. An ogling, too long, stare is rude, uncomfortable & creepy. It's natural for a man to look and any man who says he doesn't is lying. MIght I also add that if a woman doesn't want her cleavage stared at, why is she exposing it in the first place? As long as women have bodies, men are going to look at them. Nothing wrong with that.

well, I may be just about to offend some ladies but c'est la vie. I love women. Everything about them (well almost). The female form is often so enchanting. We know it, and so do they. I think if a woman is showing some clevage, she is simply proud of what she has.The old "if you've got it , flaunt it"So I think a quick glance shouldn't offend. BUT- if you are talking to a woman and staring at her breasts, that is just rude , shallow and really in poor taste. ( Unless they are like 50 EEEs) :) Then she's probably a porn star and won't mind...

Reminds me of a Mel Gibson movie. If her cleavage is showing in any position, a quick glance and grin is ok. No staring, oogling, noises, crotch shifts, etc. If you accidently see her cleavage because her top is baggy and when she bends you can see down it or some other accident, you must look away and pretend it never happened!

Well, you should probably try not to stare. But looking is fine. And like most of the others have pointed out, if a woman is going to show her cleavage, then she should expect to have it looked at. I mean, if I were to walk out of the house with my penis hanging out, then I should probably expect to attract some stares! Though...I'm not sure if they'd be pleasant stares. hahahaha

I find myself looking at other woman too, not in a sexual manner, I am observing them. Sometimes I see a woman who has a nice figure and I admire her different shape! Sometimes I am like "what can I do to look like that?" Cleavage is hard not to notice!
PS If they show it, then how is it rude? I think they want other to look, or else they would cover up.

I figure if a woman chooses to dress in such a way that her boobs are exposed, then she better not complain if people are staring at them. It's actually a pet peeve of mine at work when my boss has her boobs all out in my face. And it's not like they're that attractive, either. It's nice of you to try and be polite and considerate, however.

well, i dont know a single female that doesnt look at another females boobs, so i can just imagine how hard it is for a guy to try to not look. if they are hanging out, it is human nature to look. its rude to stare or drool or try to grab, but you cannot be faulted for looking. thats what you have eyes for.
when my friends wear low cut shirts and attempt to have a serious conversation with me, i tell them flat out that im sorry if i stare at their boobs, theyre just there.
it happens.

I honestly don't think most women mind, it gives us a self esteem boost to know we still got it, just don't look too long and try not to be obvious by drooling or anything! LOL
